Mr. Graves directed the planning departments for the cities of Cincinnati, Atlanta, Baltimore, and Appleton, Wisconsin. He also served as deputy director in Washington, DC. He has supervised hundreds of staff members and has managed departmental budgets of up to $31 Million. Mr. Graves holds a Bachelor of Arts in Political Science and Urban Planning from Hampton University. He also received his Master of Science in Community Economic Development from Southern New Hampshire University and achieved a Certificate of Advanced Study from Harvard University’s John F. Kennedy School of Government Program for Senior Executives in State and Local Government.
